Your base station is both a wifi access point and a routing device. It's the base station which leases you an ip address, if you use DHCP.
Are you? What are your settings? If you set the IP address manually, you should not get the error message that Airport doesn't have an ip address. This will hand out IP numbers to the devices on your network so that requests from one of them will receive data back to the correct device. Many modems have a router built-in.
